iOS 13.3 was released on December 10, 2019. This is not a huge upgrade as iOS 13.2 was, but there are some new features added and a huge list of bug fixes done in core apps, settings, etc. You can view the available version updates at Settings > General > Software Update. This is to limit communicating with the contacts during the allowed screen time. It only applies to Phone, FaceTime, Messages and iCloud Contacts. This feature can be configured at Settings -> Screen Time -> Communication Limits.
- Reverted the feature of editing a video and saving it as a new clip.
This is the most required feature which was removed in the previous version of iOS. Most of the time, users just want to add their edited video as a new clip rather than saving it as the original video. Glad that this is now added back in the latest update.
